WASHINGTON, August 22 (RIA Novosti) - The brutal execution of American photographer James Foley is a PR move by the Islamic State group (IS) aimed at provoking the United States into a larger military response, former FBI agent and whistleblower, Coleen Rowley told RIA Novosti.

"I doubt the purpose of this beheading is to try to intimidate US forces or scare American journalists away, it's obviously a PR move, on the part of ISIS, to scare and enrage average US citizens/tourists and by doing so, it's attempting to ratchet up the violence, and provoke the US into a larger military response," Rowley told RIA Novosti.

"ISIS must hope, with some reason, that it will be able to recruit more young jihadists to join its extremist cause to keep pace with the US' attempt to kill them through aerial bombing and its higher tech methods."

The former FBI agent noted that historically, once unleashed, war turns its human participants into killers and always results in cruel, inexcusable deaths committed by all sides.

"That is why it's incumbent to not conduct covert destabilization incitements or launch "wars of choice" (also known as "wars of aggression") for regime change, in the first place as the US. did in Iraq," Rowley asserted.

Rowley stressed that no one who was behind or supported the US-UK decision to launch war on Iraq should still be consulted as to what to do now that the country has been virtually destroyed and has given rise to more extremism and terrorism.

"The U.S. (and its NATO and Israeli allies) need to reverse course, treat acts of terrorism, unless committed by nation states, as crimes, apply pressure on countries like Saudi Arabia and individuals who arm and fund such non-state terrorist groups, promote adherence to international law including the Kellogg-Briand Treaty, Nuremberg Principles and the Geneva Conventions, etc. and work cooperatively with other nation-states in focused ways, instead of conducting massive surveillance dragnets," Rowley concluded.

The video, entitled “A Message to America,” and showing the beheading of US journalist James Foley by a masked IS militant, was posted on YouTube on Tuesday. Foley was missing in Syria since November 22, 2012.The Islamic State militant group claimed to have executed the photojournalist in retaliation for US airstrikes in Iraq.
