Washington’s talks with Moscow on European missile defense failed because U.S. negotiators were unwilling to put their oral proposals to Moscow on paper, Russian prime minister and presidential candidate Vladimir Putin has said.

“They made some proposals to us which we virtually agreed to and asked them to get them down on paper,” Putin said during an interview with editors-in-chief of six foreign newspapers in his Novo-Ogaryovo residence outside Moscow.

“They made a proposal to us just during the talks, they told us: we would offer you this, this and that. We did not expect this, but I said: we agree. Please put it down on paper,” Putin said.

“We were waiting for their answer for two months. We did not get it, and then our American partners withdrew their own proposals, saying: no, it’s impossible,” he added.

He explained that those “proposals” included guarantees that the U.S.-NATO European missile shield would not be directed against Russia. For example, Russian specialists would be allowed to carry out round-the-clock monitoring of the anti-missile components, and their radars systems would be cemented so that they were directed exactly at Iran and “were technically unable to turn towards Russia.”

“This would not change the situation dramatically, but we said: ok, it's already something, we agree. Put it down on paper. But they refused,” Putin said.

NATO members agreed to create a missile shield over Europe to protect it against ballistic missiles launched by so-called rogue states such as Iran and North Korea at a summit in Lisbon, Portugal, in 2010.

Russia has demanded that NATO provide written, legally binding guarantees that its missile shield will not be directed against Moscow, but the alliance has been reluctant to meet the demand.

President Dmitry Medvedev ordered in November a series of measures designed to strengthen the country’s missile defense capabilities in response to NATO’s shield, including the deployment of Iskander missiles in Russia's exclave of Kaliningrad on the border with Poland.

The editors-in-chief of France’s Le Monde, Britain’s The Times, Italy’s La Repubblica, Germany’s Handelsblatt, Canada’s The Globe and Mail and Japan’s Asahi Shimbun newspaper participated in the interview with Putin.

    There was nothing that Russia did wrong with regards to the European Missile Defence Shield.

    In good faith Russia negotiated with the United States wanting assurances that the European Missile Defence Shield would not be pointed at Russian military targets and to put it in writing.

    The United States and European countries REFUSED to do so.

    The only conclusion that can be drawn from this is that the United States and the European Countries hosting the European Missile Shield fully intend to use the European Missile Defence Shield in the future to disable Russian military missile sites and other strategic Russian military targets.

    Why would European countries and the United States want to disable Russian military missile sites and Russian military targets?

    To seize Russian territory that contains oil and natural gas sites. Primarily oil though.

    Why?

    Because the United States exhausts its domestic oil reserves in the year 2019 based on current production and known reserves.

    The United States consumes 18.7 million barrels of oil a day.

    The United States imports 9.7 million barrels of oil a day.

    The United States produces 9 million barrels of oil a day.

    From 2015 to 2019 the United States production of their domestic oil reserves will begin to collapse.

    Beginning in the year 2015 and leading up to the year 2020 the United States needs to find another 9 to 11.3 million barrels of oil a day to import.

    The only two places on earth where this oil can come from is Iran and Russia.

    The United States could pay for a large part of this oil but it would only make Russia economically stronger and the world's #1 super power.

    This cannot be allowed to happen and the so the United States will attack and seize Russia's oil reserves along with Iran's oil reserves.

    This comment is made based on previous United States actions.

    Even worse is that 65% of European countries will deplete their oil reserves by 2020 and this includes Britain, France and Spain.

    By 2030, 85% of European countries will have depleted their oil reserves.

    This is why the United States refuses to sign any Internationally binding legal paperwork stating that the European Missile Defence shield will NOT be pointed at Russian military targets in the future.

    And this is why Russia must neutralize the European Missile Defence Shield with their own Russian Missile Defence Shield.

    It is also why Russia must have a very strong military defence in place by 2015 to 2020 to either discourage or repel a United States and European attack for Russian oil reserves.

    The irony of all this is that the global oil civilization ends in 2030 anyway.

    The United States government needs to carefully think through what they are planning to do in the future with regards to securing the last of the planets oil reserves.

    The United States cannot exist as the sole country in the world to have oil reserves. The world does not work like that.

    Russia must be prepared for war with Europe and the United States beginning in 2015 and extending to 2030. With the critical year for conflict being 2020.

    By 2030 if it cannot secure more oil reserves the United States as a super power will have collapsed and will no longer be a threat.

    As an American citizen and a Canadian citizen, it is not by the will of the American or Canadian people that these decisions are being made, rather it is big business, oil and energy companies that are dictating United States foreign policy.

    It will be the big oil and energy companies that the Russian Federation will be at war with beginning in 2015. Unfortunately these companies will have access to the American military by manipulating the American President and American politicians to get what they want.

    Everything the Russian government is doing now by building up the Russian military between 2015 and 2020 are the correct steps to deter an attack and invasion by the US and NATO military forces to seize Russian oil and natural gas energy reserves.

      THe USA has no need of oil, it has the largest reserves in the world, of all the world combined. There is no interest in the USA of going into Russia whatsoever. Your writing is very misleading and you have no facts to back up anything to write. This is only adding fuel to a fire that has no spark to it. Falsifying information that does not exist is totally irresponsible. Obama will not be around after November and there is nothing to worry about. True he has been a total embarrassment to the USA and the world. He is not a leader by any stretch of the imagination. I am convinced that his policies will be overturned hours if not minutes after he is out of office.
