Moscow should push Pakistani government to more actively fight terrorism, Indian Prime Minister Manmohan Singh said on Friday ahead of his upcoming visit to Russia.

The Indian premier is due in Moscow for an Indian-Russian summit on December 6-8.

"Our hope is that Russia's influence will be utilized to convince Pakistan that the strategy of using terror as an instrument of state policy is counter-productive, it runs counter to a policy of good neighborliness," Singh said in an interview.

Pakistan has been hit by frequent attacks as it struggles with Islamic radicalism, but Singh accused India's neighbor of aiding, inspiring and instigating terrorism in the subcontinent.

"Russia and India can work together to devise effective counter-terror strategies through coordinating our intelligence and information system," the prime minister said.

He said he saw immense opportunities for a terrorist-free Pakistan and India "to work together in cooperation."

"There are immense opportunities of expanding trade, investment and technology flow between our two countries," Singh said.
