"This issue [of Kosovo] is under the full competence of the UN Security Council, and it is simply unimaginable that this body was incapable of making a decision on an issue, which influences global security," Stanimir Vukicevic said.
The ambassador said his country would not break diplomatic ties with those countries recognizing Sunday's declaration of independence, adding Serbia would use diplomatic means only in the struggle for its territorial integrity.
He said the Serbian ambassadors, recalled from some of the countries recognizing Kosovo's independence, were required in Belgrade for consultations.
"We want to express our disagreement, but under no circumstances do we want to block relations with the countries," he said, adding that ties may be less intensive.
Commenting on Russia's position he said, "We appreciate and respect Russia's stance and hope Moscow will stick with it to the end, no matter how the situation develops."
Vukicevic went on to say that Serbia would prevent Kosovo's athletes from participating in the upcoming Beijing Olympic Games to be held this summer.
The ambassador said Serbia's plans to enter the European Union would be affected since some of the EU countries recognized Kosovo's independence.
Russia's position is that independence for Kosovo, where the Serb minority accounts for less than 10% of the population, is a violation of international law and Security Council Resolution 1244, adopted in 1999 after NATO bombings ended a conflict between Kosovo Albanians and Serb forces. The resolution established Serbia's territorial integrity.
