Russia's sports-loving Prime Minister Vladimir Putin wants 40 percent of the public to engage in regular exercise by 2020.

The judo and swimming enthusiast set the public participation bar high Friday at the General Assembly of the Association of National Olympic Committees.

"Our aim is to get no less than 40 percent of our citizens to participate regularly in sports, to lead healthy and active lifestyles," Putin told the delegates.

Funding increases have seen 5,000 new sports facilities open every year, Putin said, meaning "I'm sure we'll reach this target."

Putin, who was seen as the key figure behind Russia's successful bid for the 2014 Winter Olympics, was re-elected last month to the presidency.

His six-year term is to end just before the start of the 2018 World Cup, another event he lobbied hard to bring home.

Deputy Prime Minister Alexander Zhukov said it all had the potential to recast Moscow as a home to sports, not just business.

"The idea of creating an international financial center in Moscow got a lot of support in its time," said Zhukov, also the head of the Russian Olympic Committee.

"Why can't we make Moscow an international sports center as well? ... Here we should have the headquarters of various sports federations. We will try and attract the big sports forums and the main sporting organizations."
