Russia is set to build a unique complex for the localization of hazardous chemical substances by 2017, the country's Emergencies Ministry said Wednesday.

MOSCOW, October 1 (RIA Novosti) - Russia is set to build a unique complex for the localization of hazardous chemical substances by 2017, the country's Emergencies Ministry said Wednesday.

"Key events in the medium term 2014-2017 are the creation and implementation of a multi-use complex of technical means for the localization of accidental spillage of hazardous chemical substances, using hardening foam coatings," the ministry wrote in a report.

The complex will be built within the framework of a state program that aims to minimize the damage from hostilities and acts of terrorism, natural and man-made disasters, fires and accidents on water bodies.

The program is set to receive funds of over 1.75 trillion rubles ($44 billion), out of which 1.55 trillion will come from the state budget.
