Russian Prime Minister Vladimir Putin proposed to bring back governor elections which he abolished in 2004.
Speaking in an annual televised chat show with the nation, Putin said parties should first propose lists of candidates to the president.
“These proposals then go through a presidential filter and he puts these candidates on to the direct secret vote of an entire region,” he said.
He added that his decision to pick governors himself was aimed at “keeping the country together.”
