The former chief engineer of the Sayano-Shushenskaya Hydropower Plant in Eastern Siberia, where dozens of people died in an explosion in 2009, was charged on Friday for violating safety rules, a spokesman for the Russian Investigative Committee said.

Andrei Mitrofanov may face up to five years behind bars.

Charges will soon be brought against another five people involved in the case, the committee said.

In late December, the ex-head of the hydropower plant, Nikolai Nevolko, received the same charges.

An accident occurred at the Sayano-Shushenskaya plant in August 2009, killing 75 people and destroying a turbine hall. The accident also destroyed three hydropower units and damaged the other seven. The plant is under reconstruction.

The RusHydro hydropower company, which owns the power plant, will spend 20.6 billion rubles (about $680 million) in 2011-2013 on restoration work at the station.
