Only recognized adoption agencies will organize the adoption of Russian children by U.S. families, the Russian ombudsman for children's rights said after talks on Wednesday.
"The number of recognized Russian adopting agencies will be reviewed," Pavel Astakhov said after U.S.-Russian talks.
Russia is one of the largest sources of adoptions to the United States, accounting for about 10% of foreign adoptions, but the issue has become controversial in recent years following numerous incidents involving the mistreatment of Russian children in the United States.
In the latest case, a U.S. woman sent her seven-year-old adopted son back to Russia on a one-way flight claiming he was "psychopathic."
Astakhov said the Russian and U.S. sides had agreed that only agencies with accreditation certificates would be able to assist with adoptions.
He also said that a system to monitor Russian children adopted by families in the U.S. should be created.
