    OSCE observers have described the situation in the eastern regions of Ukraine as "clam" in spite of sporadic shelling and stated that normal services are on their way of being restored, OSCE reported Saturday.

    MOSCOW, September 20 (RIA Novosti) - OSCE observers have described the situation in the eastern regions of Ukraine as "clam" in spite of sporadic shelling and stated that normal services are on their way of being restored, OSCE reported Saturday.

    According to the latest update from OSCE's Special Monitoring Mission to Ukraine, observers reported "sporadic shelling around Donetsk and Mariupol cities and in an area west of Luhansk city".

    "Elsewhere in Donbas, however, calm prevailed, most notably in Luhansk city, where, in addition to a cessation of violence, normal services are beginning to be restored," the report stated.

    OSCE also noted that electricity has been restored, and that mobile phone coverage and internet access have greatly improved.

    A ceasefire agreement between Kiev and independence supporters in eastern Ukraine was established on September 5 during a meeting in Minsk of the trilateral Contact Group on Ukraine.

    On September 19, a memorandum was drawn up to implement the protocol, which stipulates a ceasefire and the establishment of a thirty-kilometer security zone on the current line of contact under the supervision of the OSCE. The sides also agreed to continue exchanging prisoners. The question of Donbas region's status, however, was not discussed.
