Ukraine, the United States and the European Union are not interested in implementing previously agreed arrangements for the settlement of the situation in the southeast of Ukraine, Russian Foreign Minister Sergei Lavrov said Thursday.

MOSCOW, September 4 (RIA Novosti) – Ukraine, the United States and the European Union are not interested in implementing previously agreed arrangements for the settlement of the situation in the southeast of Ukraine, Russian Foreign Minister Sergei Lavrov said Thursday.

"We had been actively promoting the approaches that were eventually enshrined in the Geneva Declaration of April 17, we also agreed on the Berlin Declaration. These are the documents that stipulate an immediate ceasefire and the beginning of a respectful, inclusive, open dialogue on a constitutional reform with the participation of all regions,” Lavrov said during talks with OSCE Parliamentary Assembly President Ilkka Kanerva. ”It seems to us, that none of those who signed the documents, and I mean Ukraine, the US and the EU, is interested in implementation of the agreement. It's very sad."

Top diplomats from Russia, the United States, the European Union and Ukraine met in Geneva on April 17 to agree on a roadmap that called for an end to the violence in the region, amnesty for all those involved in the fighting and a dialogue between the state authorities and independence supporters.

However, the agreement did not stop Kiev from proceeding with its military operation, which has resulted in more victims.

Since mid-April the Ukrainian government has been conducting a military operation in the east of Ukraine to suppress independence supporters who refused to acknowledge the new government that came to power after a coup in February. The fighting intensified after the Donetsk and Luhansk regions proclaimed their independence in May.

More than 2,500 people, including all passengers aboard the downed Malaysia Airlines flight MH17, have been killed and more than 6,000 injured since the start of Kiev’s military operation in eastern Ukraine, according to the United Nations.
