The US Senate passed on Thursday the 2017 National Defense Authorization Act (NDAA) to set the budget for the Department of Defense.

WASHINGTON (Sputnik) — The bill passed gaining the needed two-third of the votes. Ninety-two senators cast their votes in favor of the legislation with seven against it.

The US House of Representatives passed the bill on December 2. The NDAA is now heading to President Barack Obama for his signature.

The legislation will increase base funding by $9 billion and provide US soldiers a 2.1 percent pay raise.

The bill also contains provisions to overhaul the acquisition process and maintains a prohibition against using US federal funds to transfer detainees from the detention center at Guantanamo Bay, Cuba to the United States.

In addition, the NDAA includes a provision known as the Global Magnitsky Act and intending to sanction individuals responsible for gross violations of human rights worldwide.

The Global Magnitsky Act is named after the Russian lawyer Sergei Magnitsky who died in Russian police custody in 2009. In 2012, the United States imposed sanctions against Russian officials they believe are responsible for Magnitsky’s death under the original Magnitsky Act.

Following the passage of the 2012 Magnitsky Act, Russia responded by issuing its own blacklist, which includes US officials linked to human rights violations, some of whom were involved in the construction and maintenance of the detention center at Guantanamo Bay, Cuba.
