"The Russian side is extremely dissatisfied with the implementation by the opposition groups, the United Nations and humanitarian agencies of the operation to safely evacuate the sick and the wounded from eastern Aleppo which began on October 20," the source said.
"Presently, UN humanitarian agencies could not organize an assembly of people who need to be evacuated, or resolve other organizational issues. Opposition groups hinder [the evacuation] trying to use the situation to receive additional assistance. In particular, they demand deliveries of medicine and food in exchange for permission for peoplt to leave eastern Aleppo."
According to the source, the representatives of Russia in Geneva and the reconciliation center in Hmeimim are working with the UN humanitarian agencies to resolve the issues.
