"There is a necessity to create a fund to combat terrorism. Pakistan has generously offered $500 million for rehabilitation of Afghanistan. This fund… may be effectively used for rolling back extremists, because without peace any amount of help provided would not meet the demands of our nation," Ghani said at the Heart of Asia ministerial conference.
He added that tensions in Afghanistan had been intensifying in 2016, as almost 30 groups classified by the United Nations as terrorists had been attempting to entrench their positions in the country to destabilize countries of their origin as well as the region and the whole world.
The Afghan president called on countries in the region to intensify the dialogue and cooperation in the field of counterterrorism and stressed the need for a serious control over cross-border activities.
The Heart of Asia format (aka Istanbul process) was established in 2011 and has been conducted annually. The conference gathers Afghanistan's neighbors and other regional powers and is aimed at stabilizing situation in Afghanistan through cooperation with the country. This year the conference is taking place in Indian city of Amritsar.
