UN member-states cannot agree on the issue of reforming the Security Council, head of the Moscow UN Information Center Yuri Shishaev said Thursday.

MOSCOW, October 23 (RIA Novosti) – UN member-states cannot agree on the issue of reforming the Security Council, head of the Moscow UN Information Center Yuri Shishaev said Thursday.

"Right now it can be said that no consensus has been reached on the issue of reforming the Security Council," Shishaev said at a Rossiya Segodnya International Information Agency press conference, adding that "the requirement of creating a modern…Security Council cannot be coordinated with requirements related to the effectiveness of the Security Council".

In August, Russian President Vladimir Putin said the powers and rights of the UN Security Council must be preserved, while the United Nations as a whole should be reformed.

The Security Council's veto right, or the UN Charter's requirement for the unanimity of the Council's permanent members, remains the cornerstone of the UN system, created to guard peace and security after WWII.

The UN Security Council currently has 15 members – five permanent ones (China, France, Russia, the United Kingdom and the United States) and ten non-permanent members elected for two-year terms by the UN General Assembly.

More than 60 UN member states have never been members of the Security Council.
