MOSCOW, September 25 (RIA Novosti) - It is unfair that the European Union's attitude towards the referendum in Crimea differs from its stance on the Referendum in Scotland, Giovanni Toti, political adviser to Italy's former Prime Minister Silvio Berlusconi told International Information Agency Rossiya Segodnya.

"It is inadmissible that the Referendum in Scotland is being viewed as a display of democracy when the Referendum in Crimea is treated almost as if it was staged," Toti said, adding that he, like millions of his compatriots, does not understand the reasons behind such a disparity.

Toti also noted, that the crisis in Ukraine should be solved via talks, not sanctions and that the decision on the resolution of the Ukrainian crisis should take into account the interests of the Russian-speaking population, that constitutes majority of the population of some Ukrainian regions.

Crimea reunified with Russia in March following a referendum on the region's status, with 96 percent of voters being in favor of reunification. The West has refused to recognize the results of the vote declaring it illegal.

Scottish voters took part in a referendum on independence on September 18 and opted to remain the part of the UK. Nevertheless, the referendum in Scotland is now seen as the main reason pushing Europe's secessionists to expand their independence movements.
