TOKYO, September 18 (RIA Novosti) - Japan's government is going to announce additional sanctions against Russia over Ukraine on September 19, Kyodo news agency reported referring to the diplomatic Japanese sources.

Japan's Yomiuri online revealed some details with regards to the new restrictive measures and said the blacklist of Russian individuals barred from entering the country would be expanded and their assets in Japan will be frozen. Apart from that, sanctions could target Russian financial and energy sectors.

Until now, Japan was trying to find a balance between maintaining stable relations with Russia and following its Western partners' actions meant to affect Russia and damage its economy over Ukrainian crisis. Thus Tokyo's previous sanctions that did not target major Russian entities were largely seen as symbolic.

In April, Japan imposed sanctions against 23 Russian government officials, allegedly involved in violating Ukraine's sovereignty. The names of the officials were not released.

In early August, following the sanctions introduced by the United States and the European Union, Japan's Foreign Affairs Ministry released a list of 40 individuals and two entities affected by new sanctions against Russia over Ukraine approved by Japan's Cabinet.

Russian President Vladimir Putin said that using sanctions as an instrument of foreign policy is not effective and never yields any results, warning that sanctions cause certain damage to those using this measure.
