MOSCOW, September 17 (RIA Novosti) – Russia supports the proposal by self-proclaimed Donetsk and Luhansk people’s republics to place OSCE monitors in contact zones occupied by conflicting sides in Ukraine, Foreign Minister Sergei Lavrov said.

“We are concerned over reports about the concentration of heavy military equipment by Ukrainian government forces in one of the areas [in Donbas],” Lavrov said in an interview with El Pais newspaper published on Wednesday.

“We will closely follow the developments in the situation…We support the proposal of DPR and LPR leaders to promptly deploy OSCE monitors in conflict contact zones,” the minister said.

On Monday, the Chief Monitor of the Special Monitoring Mission to Ukraine (SMM), Ambassador Ertugrul Apakan, called on both sides of the Ukrainian conflict to allow OSCE monitors to carry out their duties and stressed the efforts would continue even in the case of a ceasefire breach.

This came as both sides continued to trade accusations over weapons being fired in disputed areas despite the truce agreed in Minsk on September 5. The ceasefire came into force at 15:00 GMT the same day, although both the Ukrainian military and independence supporters accused each other of violating the accord in the immediate aftermath.
