Moscow is outraged by the brutal murder of American journalist James Foley by militants from the Islamic State (IS), the Russian Foreign Ministry's special representative for human rights, Konstantin Dolgov, said Thursday.

MOSCOW, August 21 (RIA Novosti) – Moscow is outraged by the brutal murder of American journalist James Foley by militants from the Islamic State (IS), the Russian Foreign Ministry's special representative for human rights, Konstantin Dolgov, said Thursday.

“The barbaric killing by Islamic State (IS) terrorists of US journalist James Foley, who went missing in conflict zone in Syria two years ago, causes outrage. Such inhumane actions cannot be justified,” Dolgov said in a statement.

Earlier in the day, the US Justice Department opened a criminal investigation into the death of the US journalist, who was seized in Syria in 2012.

On Tuesday, the IS, formerly known as the Islamic State of Iraq and Greater Syria (ISIS), uploaded a video showing the beheading of Foley in revenge for US airstrikes against its militants in Iraq. A masked jihadist, who introduced himself as an IS member, spoke English with a southern British accent.

After releasing the footage of Foley’s execution, the Sunni extremists also published a video showing another US journalist, Stephen Sotloff, and warned Washington that his life depends on America’s next steps.

The IS began in Syria, where it has been fighting government forces since 2012. In June, the group launched offensive on northern Iraq, seizing vast territories. In August, after Iraq asked the international community for help, the United States started launching air strikes against IS positions in the north of the country.
