Moscow Disappointed With Maldives’ Explanation Over Russian Citizen Seleznev's Arrest

Russia is not satisfied with the explanation that the Maldives provided over the detention of the Russian citizen Roman Seleznev by the US special service agents, the Russian Foreign Ministry said Friday.

MOSCOW, July 25 (RIA Novosti) - Russia is not satisfied with the explanation that the Maldives provided over the detention of the Russian citizen Roman Seleznev by the US special service agents, the Russian Foreign Ministry said Friday.

"We are not satisfied by the explanations that were given. The fact that the Maldives has no special legislation on extradition issues does not justify the violation of basic international legal acts on human rights and the Vienna Convention on Diplomatic Relations. On the contrary, special attention should be paid to general constitutional and international norms, which guarantee the right for legal protection and fair trial and prohibit arbitrary arrest, detention, or deportation," the Russian Foreign Ministry said in a statement.

The Foreign Ministry of the Maldives said it had received an Interpol Red Notice for Seleznev and handed him over to the country that issued the warrant, because the Maldives has no legislation on extradition and in such cases its law enforcement bodies rely on "standard procedures."

The ministerial statement reacts to the arrest of the Russian national Roman Seleznev, who was detained earlier this month on a warrant issued by a US court in 2011 at the airport of Male and was transported to the US island of Guam. The United States authorities accuse Seleznev of a computer fraud as well as stealing credit card and personal data of American citizens. Seleznev denies the charges, while his lawyers demand his release and dismissal of the case on the grounds that he had been kidnapped in the Maldives. Such a violation of the law invalidates any court proceedings, according to Seleznev's legal team.

Russia's Foreign Ministry advised Russians to avoid traveling to Maldives if they have grounds to believe that "law enforcement bodies of third states may put forward any kind of claim against them," stating that the government of the Maldives promised to review the legal framework leading up to the incident with Seleznev.
