The French draft resolution to refer the Syrian conflict to the International Criminal Court (ICC) is filled with biased assessments and brings confrontational elements into the work of the UN Security Council, Russian Ministry of Foreign Affairs said Friday.

MOSCOW, May 23 (RIA Novosti) – The French draft resolution to refer the Syrian conflict to the International Criminal Court (ICC) is filled with biased assessments and brings confrontational elements into the work of the UN Security Council, Russian Ministry of Foreign Affairs said Friday.

"The current draft resolution, like all previous Western initiatives, is filled with biased assessments and intends to place all responsibility for the massive violations of human rights in Syria on the government," the ministry said in a commentary published on its website.

"The establishment of the perpetrators of crimes requires an objective and impartial approach and should serve to promote a political settlement and national reconciliation. Instead, the document brings confrontational elements into the work of the UN Security Council," the Russian Foreign Ministry stated. Russia intends to seek resumption of negotiations on Syria on the basis of the Geneva communique June 30, 2012 and the relevant UN Security Council resolutions.

Russia and China vetoed on Thursday a France-drafted UN Security Council resolution to refer the Syrian conflict to the International Criminal Court (ICC). Russia's permanent representative to the UN Vitaly Churkin said that the document was just a pretext for military intervention in Syria.

The draft resolution condemned the Syrian authorities for "widespread and systematic gross violations of human rights and fundamental freedoms", while armed non-state groups have been condemned only for infringements of human rights and violations of international humanitarian law.

The civil war in Syria broke out in 2011, following the unrest that swept the Arab world three years ago, known as the Arab Spring and has since claimed up to 130,000 lives. Armed opposition groups linked to al-Qaeda have called for the ouster of President al-Assad.

Moscow has repeatedly condemned the rise of terrorism in Syria and has urged the international community to take steps toward the peaceful settlement of the conflict, including holding democratic presidential election.
