Russian President Vladimir Putin said he hopes for the soonest possible cancellation of the Jackson-Vanik amendment.
“I hope the amendment, which discriminates against Russia on U.S. markets, will be canceled, the more so as we have joined the World Trade Organization, and its preservation would only harm American companies working on the Russian market,” Putin told journalists after the G20 summit in Mexico.
“The United States is itself interested in canceling the amendment,” he said, adding that the cancelation would boost bilateral trade.
The Jackson-Vanik amendment, passed in 1974, barred favorable trade relations with the Soviet Union because it wouldn’t let Jewish citizens emigrate. It has been defunct for the past two decades, and both Moscow and Washington have warned that, if not repealed, it would be an obstacle to productive U.S.-Russian trade relations when Russia joins the WTO. The restrictions imposed by Jackson-Vanik are often waived, but remain in place and are a thorn in the side of Russia-U.S. trade relations.
A group of influential U.S. senators, including former Republican presidential candidate, John McCain, proposed in mid-March introducing a blacklist of Russian officials allegedly linked to Hermitage Capital lawyer Sergei Magnitsky’s death, in a Moscow pre-trial detention center in November 2009, in exchange for Jackson-Vanik cancellation.
During Tuesday’s press conference in Los Cabos, Putin reiterated Russia’s position on the linking of the Magnitsky list and the Jackson-Vanik amendment.
“If there are any restrictions for some Russian nationals’ entry to the United States, then there will be relevant restrictions for the entry of a certain number of Americans to the Russian Federation,” he said.
“I do not know why and who needs that, but if someone does this, it will be like this,” Putin said. “But this is not our choice.”
Magnitsky was arrested on tax evasion charges in November 2008, just days after accusing police investigators in a $230 million tax refund fraud, and died after almost a year in the Matrosskaya Tishina pre-trial detention center in Moscow.
Moscow has previously warned the U.S. administration that replacement of Jackson-Vanik amendment with the Magnitsky blacklist is 'unacceptable'.
The U.S. Administration on June 18 said it considers it necessary to distinguish between the adoption of the Magnitsky blacklist and the repeal of the Jackson-Vanik amendment.

Russian President Vladimir Putin’s G20 statements about Syria's future seem to have made some world leaders rush to false conclusions. David Cameron claimed that Putin explicitly “does not want Assad remaining in charge in Syria.”
British Prime Minister David Cameron has claimed that during the G20 summit, President Putin shifted his position and now wants President Bashar al-Assad out of power in Syria.
"There remain differences over sequencing and the shape of how the transition takes place, but it is welcome that President Putin has been explicit that he does not want Assad remaining in charge in Syria," Cameron told reporters at a news conference in the wake of the G20 summit in Mexico's Los Cabos.
"What we need next is an agreement on a transitional leadership which can move Syria to a democratic future that protects the rights of all its communities," Cameron added.
Cameron’s statement was refuted by Russian Foreign Minister Sergey Lavrov as “not corresponding to reality.”
I my view below.
Putin will lose all respect at home and aboard if he caves in, another point here China, Iran, Syria and many more countries are watching closely Russia's stand in this chess game in which Moscow cannot afford to lose because when Iran and Syria falls the next stop is the Caucasus and Putin’s knows this fully well.
So what is Russia next move here?
Russia has no choice but to buy over this conflict and bring it to an end of course the West will criticise and even want to put sanctions on Russia but this must not and cannot be a deterrent to Russia’s interest in the Middle East and the wider world. If China had thought this way in 1989 then where would be China today it’s anybody’s guess?
The goal is clear, start the conflict, show massacres to win over public option, pass a resolution to get observers on the ground in which half will maybe spy’s, claim they are shot at, another resolution asking for protection for the observers.
The clock is ticking fast Russia has no choice but to take the calculated risk in order to put an end to the conflict and if Russia cannot protect its own interest outside its borders then how can Russia protect its ally’s aboard this will be certain death politically for Russia should it capitulate on this front.
As we have seen even in a G-20 meeting they are working behind Putin’s back with all the talk of a common goal to see the crisis end politically is a sour pill for Russia.
This has far reaching consequences for Russia and the rest of countries who are looking for protection and Russia cannot blame ex Soviets states from turning away from Russia because Russia is showing weakness at an alarming rate that no country can accept as a guarantor of protection.
This is what will happen oil prices will come down when they get there hands on Iran, the Caucasus will heat up, Western funded demonstrations will heat up, and Georgia will launch or attempt to launch an attack again, Russia base I think it is called 102nd in Armenian will suffer the consequences of having no resupply in time and become cut off, the West will come much, much closer to Russia with military bases once Georgia pushes out Russia.
