Russia is ready to develop relations with Kyrgyzstan when the central Asian country forms a full-fledged government, the Russian foreign minister said on Tuesday.

Russia is ready to develop relations with Kyrgyzstan when the central Asian country forms a full-fledged government, the Russian foreign minister said on Tuesday.

"We [Russia] have already expressed our concerns that a sharp transformation to the form of the parliamentary government... might cause difficulties in the provision of a stable Kyrgyz government. We will be only glad if such difficulties are avoided," Sergei Lavrov said.

"In this case, as soon as the new Kyrgyz government forms, we will be ready to develop with it close ties considering the existing basis and all agreements that have been principally confirmed by acting Kyrgyz authorities," he added.

Kyrgyzstan held on Sunday its first general election since former president Kurmanbek Bakiyev was ousted in a violent uprising in April.

Twenty-nine parties competed for 120 seats in Kyrgyzstan's one-chamber parliament, which will see its powers increase as part of constitutional changes approved in late June in a national referendum that confirmed Roza Otunbayeva as interim president. Five parties passed the minimum 5% barrier to form the new parliament.

Speaking about the elections in Kyrgyzstan Lavrov said they were held without any destabilizing factors.

"We have already provided our evaluations. We believe that on the whole the elections were held without any destabilizing moments. We are waiting for the evaluations from observers who worked there and the majority of the observers are representatives from Russia," the Russian foreign minister said.
