Mohammed ElBaradei, former UN nuclear watchdog head and Nobel Peace Prize winner, has set specific conditions for running for presidency in Egypt, his home country, local media reported on Friday.

At the beginning of the year, ElBaradei, 67, was named among possible presidential candidates in the election scheduled for 2011.

ElBaradei urged measures to ensure a free and fair election, including an independent election commission, judiciary control, the presence of foreign monitors and verified voter lists.

"I will put my candidacy forward, which I have not sought until now, if the majority of Egyptians say this would meet the interests of our homeland," Egyptian media also reported ElBaradei as saying.

He also demanded constitutional amendments "to remove obstacles" preventing the majority of Egyptians from running for president.

The Egyptian diplomat stepped down in late November as director general of the International Atomic Energy Agency after 12 years on the post. He received the Nobel Peace Price in 2005 for efforts to prevent nuclear proliferation and ensure the use of nuclear energy for civilian needs.

The opposition in the Arab state have feared current Egyptian President Hosni Mubarak, 81, can be replaced by his son, Gamal, 44, who is a senior member of the ruling National Democratic Party. The party has not announced its candidate for the 2011 election yet. Hosni Mubarak has run Egypt since 1981.
