Officials asked the locals in the Tajik city of Kulob to refrain from appearing in the streets on donkey-driven carts during President Emomali Rahmon’s visit to the city, local media reported.

Several districts in Kulob have no functioning water supply system, and locals have to transport water from elsewhere using donkeys, Rus.ozodi.org radio said.

But municipal lawmakers requested the residents to keep their animals and carts off the city streets during Rakhmon’s upcoming visit, the radio station said on Thursday.

It remained unclear whether the residents opted to obey the unofficial request, preferring thirst to incurring the presidential wrath with the sight of their donkeys. Tajikistan, ruled by Rahmon since 1992, ranked a “non-free” country in the 2012 Freedom of the World index by U.S.-based Freedom House watchdog.

The World Bank provided a grant of $3.5 million in 2010 to renovate the water supply system in Kulob, which is Tajikistan’s third-biggest city with a population of some 150,000.
