Tuesday's trouble began when Polish fans attacked police and tore into a crowd of 7,000 Russian supporters, who were marching to the stadium to celebrate a national holiday.

It follows attacks Friday by Russian fans on Polish stewards after their first match in Wroclaw, and other sporadic incidents mainly involving people from both countries, according to Polish authorities.

"UEFA condemns the isolated incidents that occurred yesterday in Warsaw prior to and after the Poland-Russia match, when some groups of known troublemakers pelted the police with missiles and attacked fans irrespective of the team they were supporting," the statement said.

"Those arrested and charged will have to be dealt with by the relevant authorities."

Poland has apologized for allowing violence during a tournament it is co-hosting with neighboring Ukraine.

UEFA, meanwhile, said it was confident of no more flare-ups.

"UEFA is determined that the overwhelmingly peaceful and festive atmosphere that has so far pervaded at UEFA EURO 2012 will be continued right up to and including the final in Kyiv on Sunday 1 July.

Of the 184 people arrested in Warsaw, 156 were Polish and 25 Russians, Warsaw police said in a website statement. One Spanish national, one Hungarian and one Algerian were also held in connection with the disturbances.

Ten people were injured, including seven Poles, two Russians and a German. Of those, seven Poles and one Russian were kept in hospital overnight, regional governor Jacek Kozlowski said.
