A party spokesman said that as well as missing the local parliament's opening session, set for Wednesday, Pavlyuchenko would also be unable to attend a swearing-in ceremony on Tuesday.
Pavlyuchenko signed for English club Tottenham Hotspur in August. His new side are currently at the bottom of the English Premier League with just two points in eight games, their worst ever start to a season.
"We don't know when Roman Pavlyuchenko will be in the city. When he does make an appearance, we will, it goes without saying, swear him in. He will definitely not be attending the opening Duma session tomorrow," said Ivan Bogdanov.
Pavlyuchenko was elected to the Duma, or parliament, in the south-west Russian city on October 12. United Russia gained 34 seats in the elections. The footballer was sixth on the candidate list.
"Roman Pavlyuchenko won't have any problems with work in the Duma, as we are in regular contact with him," said Bogdanov, adding that while the striker was playing in England it would be "difficult for him to regularly attend city Duma sessions."
A number of Russian celebrities have been included in candidate lists for the ruling United Russian party. Russia's most famous player, Andrei Arshavin, was elected to St. Petersburg's legislative assembly in March. However he later, as most 'star MPs' do, resigned his post.
