Russia’s Justice Ministry has drafted a bill that would expand the list of groups and individuals who may not be founders or members of a religious organization.
The bill, posted on the ministry’s website on Wednesday, states that a foreign national or “undesirable” stateless person, and people and organizations involved in extremist or terrorist activity may not be founders, participants or members of a religious organization.
The bill is an amendment to Article 9 of the Law on Freedom of Conscience and on Religious Associations.
Under current legislation, a local religious organization may be founded by at least 10 Russian nationals.
