ICAO Receives No Request to Assist in Vnukovo Plane Crash Investigation

The International Civil Aviation Organization (ICAO) told RIA Novosti on Tuesday it has not received a request to participate in the investigation into the plane crash in Moscow's Vnukovo-3 Airport that killed French energy giant Total's CEO Cristophe de Margerie.

MOSCOW, October 21 (RIA Novosti) - The International Civil Aviation Organization (ICAO) told RIA Novosti on Tuesday it has not received a request to participate in the investigation into the plane crash in Moscow's Vnukovo-3 Airport that killed French energy giant Total's CEO Cristophe de Margerie.

"ICAO only participates in accident investigations at the invitation of the State in charge, which is normally the State of occurrence. To this point we have not received a request from either MAK (Russia) [Interstate Aviation Committee] or the BEA (France) [French civil aviation safety agency]," ICAO said.

The organization also explained that the responsibility for the investigation was "under the authority of the impacted countries". Earlier on Tuesday, the BEA said it was sending three experts to Moscow to participate in the investigation, representing the state where the plane was built and registered.

French oil and gas company Total CEO Christophe de Margerie was on board the business jet departing for Paris when it crashed late Monday night in Moscow's Vnukovo-3 Airport after hitting a snowplow during takeoff. None of the four people on board, including de Margerie and three crew members, survived in the crash.

Russia's Investigative Committee is considering traffic control mistake, the snowplow driver's actions, poor weather conditions and pilot error as possible causes of the plane crash. The committee claims the snowplow driver was drunk at the time of the accident, but the driver, Vladimir Martynenko, said during interrogation he did not admit his guilt.

The International Civil Aviation Organization is a UN agency founded in 1944 to achieve sustainable growth of civil aviation around the world. ICAO works with 191 states and global aviation organizations worldwide.
