Chechnya to Set Up Human Rights Council Under Kadyrov

Leader of Chechnya Ramzan Kadyrov proposed forming a human rights council under the head of the republic, Chechen government website reported.

MOSCOW, July 12 (RIA Novosti) - Leader of Chechnya Ramzan Kadyrov has proposed forming a human rights council under the head of the republic, the Chechen government website reported.

According to Kadyrov, the new administrative body will be a link between the executive branch of power and human rights organizations functioning in Chechnya.

The website said that Kadyrov issued instructions to work out within a month provisions of the Council of human rights and prepare recommendations on the principles of its formation.

Mikhail Fedotov, the head of the Kremlin human rights council, said he had discussed with Kadyrov the idea of forming such body in the republic and was glad that the Chechen leader agreed to set up this council.

The European Court of Human Rights has been overwhelmed with lawsuits from Russia, including hundreds coming from Chechen plaintiffs, over rights abuses dating back to the first civil war in Muslim-populated Chechnya in the 1990s.

Human rights groups have repeatedly said the ECHR is the only legal institution where they can seek justice for crimes.
