President Vladimir Putin said he has signed a decree on the composition and structure of the new government, but did not elaborate.
"I have met with every candidate, the decrees are all signed, and I wish them luck," he said at a meeting with Prime Minister Dmitry Medvedev.
"Now we will assemble the new team and declare the appoinments," he said.
