President Dmitry Medvedev said Russian authorities and business should encourage economic mobility of the population.
“It is important to create conditions for the economic mobility of the people, particularly from regions with so-called excess workforce,” he said addressing the migration security council on Friday.
Thousands of people from Russian regions flood Moscow and St. Petersburg every year attracted by higher wages and living standards. However, many are put off by registration barriers and work permits routine involving red-tape.
In a bid to expand opportunities in Moscow and the Moscow Region, Medvedev and his supporters suggested increasing the city’s territory into the southwestern portion of Moscow Region last year.
