Speaking at his annual address to parliament on Tuesday, Russian President Dmitry Medvedev proposed fining bribe takers 100 times the amount of the bribe.
"It has been shown that even the prospect of 12 years in prison does not stop some criminals. It seems that fines can be more effective," Medvedev said.
He said intermediaries in bribe taking should also be penalized under Russia's Criminal Code.
