Moscow ranked 25th on the 2010 Global City Index ranking, six points down from 2008.
New York tops the list, compiled by global management consulting firm A.T. Kearney, the Chicago Council on Global Affairs, and Foreign Policy magazine. Other top five entries include London, Tokyo, Paris and Hong Kong.
Tokyo, Singapore and Seoul all made it into the top ten, showing the emergence of Asia as a prominent world player.
The Index ranked cities across five categories: business activity, human capital, information exchange, cultural experience, and political engagement.
Over the past two decades, Moscow has undergone a dramatic transformation from a crumbling communist citadel to a vibrant modern-day metropolis, with sacked mayor Yury Luzhkov overseeing major changes in the skyline.
