The new Moscow's mayor should remember that he is a 'hired manager' and his main duty is to serve the people, St. Petersburg Governor Valentina Matvienko said on Saturday.

The new Moscow's mayor should remember that he is a 'hired manager' and his main duty is to serve the people, St. Petersburg Governor Valentina Matvienko said on Saturday.

Russian President Dmitry Medvedev fired Yury Luzhkov, who had been Moscow's mayor for more than 18 years, on September 28, citing "loss of confidence." The decision came after an unprecedented smear campaign by state-backed TV, accusing Luzhkov of negligence, callousness and corruption.

According to Russian law, the leading party of a region must submit to the president a list of candidates for the post of regional leader within 14 days after the previous head has been dismissed.

"The most importantly is [the new mayor] to be responsible, have the desire to work and to realize that the responsibility is great," Matvienko said.

Every mayor should also love the residents of his city and take care about them, she continued. "The new Moscow's mayor should remember that he is a hired manager," Matvienko emphasized.

Any mayor, especially the mayor of the Russian capital, should have great experience of civil service, she added.
