The Russian capital's nascent business center, Moscow City, will be up and running by 2012, acting mayor Vladimir Resin said on Wednesday.
"We will complete [Moscow] City in two years' time," Resin told journalists.
He said there were far-reaching plans to turn Moscow into a world business center, with Moscow City at the helm of this drive.
President Dmitry Medvedev appointed Resin caretaker mayor after sacking Yury Luzhkov on Tuesday. The decision came after state TV had accused Luzhkov of negligence, callousness and corruption.
Luzhkov may lodge an appeal against his dismissal at the Supreme Court, crooner Iosif Kobzon, who is a close friend of the former mayor, told journalists on Wednesday.
Analysts say, however, that any appeal by Luzhkov has little chance of success.
