The budget deficit should be decreased not by raising taxes raise, but by spending budget funds more efficiently, Russian Prime Minister Vladimir Putin said at his annual address to State Duma.
"It is not effective to increase taxes and extract money from an economy that has just begun to recover. I think that the best way is to significantly improve the efficiency of budget expenditure" Putin said.
Vladimir Putin is giving an annual address on the government's work to the lower chamber of the Russian parliament. Under the Russian Constitution, the government is obliged to deliver annual reports to the State Duma.
