Moscow pushes for immediate child adoption deal with Washington

Moscow, enraged by a recent scandal over a Russian boy shipped back by his adoptive U.S. family, on Thursday urged Washington to sign without delay a bilateral agreement on adoption rules.

Foreign Ministry spokesman Andrei Nesterenko said at a news briefing the issue would be discussed during talks with U.S. partners in the next few days.

"The fundamental question Russia intends to solve during the conference is the necessity of an immediate signing of a bilateral agreement with the United States on international adoptions," he said.

Russia suspended from April 9 the activities on its territory of the U.S. child adoption agency World Association for Children and Parents after a U.S. adoptive mother put her 7-year-old son on a plane and sent him back to Moscow alone. He brought a note in which the adoptive mother, Tennessee Torry Hansen from Tennessee, said she will not take care of him any longer because he is "mentally unstable."

The new adoption agreement should include conditions under which Russian authorities will authorize all adoptions and the adoptive parents will subscribe to follow strict regulations, Russian Foreign Minister Sergei Lavrov told Rossiya 24 news channel last Friday.

"Artyom is in the Moscow Children's Hospital under examination," said Nesterenko. "According to the doctors, his condition is satisfactory," he added.

Doctors have not found any deviations with Atryom described by Hansen in the note including him being "mentally unstable, violent and having severe psychopathic problems."
