Interior ministry to toughen punishment for child porn

MOSCOW, September 27 (RIA Novosti) - The Russian Interior Ministry has proposed making the acquirement and possession of child pornography for personal use a criminal offence, Deputy Interior Minister Nikolai Ovchinnikov said Thursday.

The move comes as part of a widely-publicized campaign to counteract child pornography in Russia.

"In the battle against the processing and distribution of materials containing [sexual] images of the underage, law enforcement agencies are aware that they struggle against the consequences of a social disease, but not against its causes," Ovchinnikov said.

He added that the ministry wanted to crack down on the anonymity available to the creators of Internet resources.

A total of 247 child pornography web-sites in Runet, the Russian Internet domain, have been shut down in the first six months of the year, Ovchinnikov said.

However, most Web sites detected by Interpol as being primarily located in Russia are actually part of foreign Internet resources, mostly in the U.S., he added.

Over the past few decades, the pornographic industry has skyrocketed due to the widespread use of VHS and DVD and, in particular, the rise of the Internet. It has also proven more lucrative than the income of the top technology companies combined.
