Russia doubts Western countries’ ability to hold negotiations on the crisis in Ukraine, Russian Foreign Minister Sergei Lavrov said Wednesday.

DUSHANBE, July 30 (RIA Novosti) – Russia doubts Western countries’ ability to hold negotiations on the crisis in Ukraine, Russian Foreign Minister Sergei Lavrov said Wednesday.

“The issue that alarms us most of all is our western colleagues’ ability to hold negotiations, including those who are participating in agreeing the Geneva Agreement and other documents on various levels of the crisis [in Ukraine].”

Lavrov said instead fulfilling the agreement, the West has in effect encouraged Kiev to commit violent acts against its own people. “This is the only way to assess the announcement that Kiev has the complete right to use all means [to suppress the east], including armed forces.”

“In doing so, the rights and freedoms of millions of residents in Ukraine’s southeast, including their right to life, are sacrificed by a geopolitical plan to forcibly drag all of Ukraine into the West’s power of influence,” Lavrov said during a meeting with young diplomats in Tajikistan’s capital of Dushanbe.

Earlier this week, Lavrov accused the West of failing to force Kiev to fulfill its obligations, including launching a dialogue with the country’s independence supporters.

Prior to the Malaysian passenger plane crash on July 17, Kiev was expected to discuss a truce via a video conference with representatives of the militia from the southeastern regions.

Hope for comprehensive discussions between the parties of the conflict faded following the Boeing crash in Donetsk Region that killed all 298 people on board the plane en route from Amsterdam to Kuala Lumpur.

Kiev authorities and independence supporters have blamed each other for the downing of the plane, with independence supporters insisting they lacked the equipment to shoot down a target flying at an altitude of nearly 33,000 feet.
