WASHINGTON, December 17 (By Maria Young for RIA Novosti) As parents began Monday to bury the young victims of last week’s elementary school massacre, US President Barack Obama offered more than words of comfort. He offered words of hope and the promise of action on gun control.
“In the coming weeks, I'll use whatever power this office holds… in an effort aimed at preventing more tragedies like this,” he said, speaking at a memorial service Sunday for the 20 children and six adults who died at the hands of an armed gunman at Sandy Hook Elementary School in Newtown, Connecticut on Friday.
The question is, in a country that constitutionally guarantees the right to bear arms, and where gun control is an emotionally charged political quagmire, how much can Obama do on his own?
The call for immediate action echoed on radio talk shows, social media sites and media reports from coast to coast.
New York City Mayor Michael Bloomberg, an outspoken advocate of gun control, called on Obama to make tightening gun restrictions his "number one" agenda.
“I think the president should console the country, but he’s the commander-in-chief as well as the consoler-in-chief,” Bloomberg said on NBC’s “Meet the Press “on Sunday. “It’s time for the president, I think, to stand up and lead and tell this country what we should do.”
“President Obama should issue an executive order TODAY that places immediate, absolute limits on the type and quantity of ammunition that can be purchased at-retail by an individual,” wrote Joyce Cordi, who covers business and government issues for the blog-sharing platform Policymic.
But it’s not that easy.
“The president is fairly restricted in his ability to unilaterally change gun policy in the United States because of existing state and federal law,” said John Hudak, an expert on presidential powers and a fellow in governance studies at the Brookings Institution, a nonprofit research organization, in an interview with RIA Novosti.
“There’s not much he can do from the standpoint of executive action,” Hudak said.
Obama – like all US presidents before him – has the authority to use executive orders, a privilege that originated under President George Washington and allows the commander-in-chief to issue a legally binding order to federal agencies.
But there are restrictions on the kind and scope of orders a president can issue.
“He’s supposed to be sure the existing laws are being enforced, but he can’t make new laws,” said Eric Freedman, distinguished professor of constitutional law at Hofstra University Law School, in an interview with RIA Novosti.
“If it’s legal to carry a Saturday night special in a park, then nothing the president can do will make it illegal, but if something is already illegal, then he can choose to enforce it more vigorously,” said Freedman.
The most aggressive actions on gun control – like a ban on assault weapons or large ammunition clips – would require legislation that passes both the US Senate and the House of Representatives before the president signs them into law.
But there are a number of laws related to gun control already on the books that have languished, including limits on the possession of guns by felons and mental patients, and the ability to run data checks on people who apply for weapons permits, said gun control experts.
The president could significantly increase investigations and enforcement that would have an immediate effect, Freedman said. “The president can order the relevant enforcement agencies to ratchet up their priorities and can shuffle funds within those agencies to make it happen.”
“He could have a fairly significant impact because you could get some dangerous people and weapons out of circulation but also because high visibility campaigns have a deterrent effect and would provide political cover for state officials who want more enforcement without the political risk,” Freedman added.
He also said Obama is likely in the coming days and weeks to announce, with some fanfare, enforcement of the existing legislation and push to reinstate the ban on assault weapons that expired under President Bush.
“The odds are that he will consider this fairly low-hanging fruit,” said Freedman.
Experts say Obama is also likely to mandate a broader, national policy on school security measures, and push for more effective coverage of mental health care issues nationwide.
“Through these smaller steps, he can build momentum for bigger change,” said Hudak.
Both men said such changes are likely to come sooner, rather than later.

Thank you for your deep concern for this tragedy in the United States and the tragic loss of this wonderful principal and teacher and all of the children.
The United States has created its own problem with very liberal gun laws and hopefully this event will create an anger within United States society to STOP THE SALE of guns in their society.
As you maybe aware mass killings like this are quite common in the United States and happen every two months or so.
From my own perspective, I know that no one has really died and that the Spiritual Souls of all these victims have gone back into the Spirit Realm to do a quick life review, energy healing, to then be reincarnated again.
The most pain will be felt by the families learning their life lessons in the loss of love of their loved ones and children.
The challenge will be for these people / Spiritual Souls to heal, forgive the killer, and then move forward changing a negative event into a positive event for positive change.
I have no doubt that one of important life lessons for the school Principal was to show extreme bravery and courage to sacrafice her life to save that of her students.
No doubt that she is getting wonderful accolades from her Spirit Guide and Spirit Group for behaving excellent under pressure, sacraficing her life so that her students would live.
And what of the students?
The Spiritual Souls of these students may have volenteered for this assignment for having been cruel and mean to children in a previous life incarnation. This would then give them karmic balance. In this lifetime they would learn what it feels like to have that cruelty bestowed upon you. The saving grace that a bullet ends everything very quickly and hopefully the children experienced no pain other than terrifying fear.
So I see this event from a new perspective as a karmic balancing event and one of dramatic life lessons being learned and mastered.

That our lives that feel so very long are infinitesimal when placed in the Whole picture... which for that matter, cannot even be framed. That NOTHING at all sits in accident or chaos. That every single aspect of our lives are ruled by NATURAL Laws that we placed ourSELVES in! That in a sense, we create our own worlds.

I know that everything is very well choreographed. Nothing is by chance. There are no coincidences. Although everything is well planned, we have a choice as to how we use the information. Everyone whose path we cross, for example, crosses our path for a reason. We have the choice to disregard the individual and the experience, and we have the choice to be open to the possibilities offered with the interaction. We have the choice to live every moment being aware and totally in the moment, or we can choose not to be totally in the moment, which a lot of folks do in our society.
I hope that this brings everyone some sense of comfort this tragedy.
I have been thinking about it today and I wouldn't be surprised if the killer is Spirit Group with one of the victims. Someone has to be the bad guy in every situation and it has to be someone from your Spirit Group. Lessons are learned from each perspective.

- mrgenieGun control of health security?09:39, 18/12/2012I think both is very related. In Europa we also have guns. Here in Moscow I see people carrying guns every day, including automatic rifles. But those people don't open fire on children! In the US there are 40 Million people carrying guns, including semi-automatic. But those people don't open fire on children.
So we have 2 problems here.
1) A knife, normal gun is good to shoot 1 or 2 people before the unsocial idiot will be overwhelmed.
So limitations on who gets what kind of weapon is 1 issue. Personally I wonder why a normal citizen needs a gun?
2) Sick minds can also use airplanes and other weapons to explode complete buildings, they don't really need a gun for that. This is covered under health-insurance in Europe. In Russia it's covered by simple taking away any right on those people and make them "disappear" so both in Europa and Russia, the majority on unsocial mentally sick people are taken of the street.
In the US however, most of these people are social underclass (this killed wasn't though) but just as social underclass, he went for help, was treated in the hospital for mental illness, and within 24 hours walking on the street again. You don't let such people out on the street! You put them either in a treatment facility or in a ghetto! You can't let people with the potential craziness as Adolf walking around! But that's what they do in the US! No or limited control on who gets what, and no help for people who are sick in their heads.
Off course, even with 100 control mechanisms and treatment facilities you'll always miss the one or the other mentally sick person. But the numbers of people who go berserk will drop significantly. Unfortunately, the USA only has money printing facilities for bank, hedge funds, etc. But not a single dime for treating it's social weaker and mental unstable people.
It's all about risk-management. They can lower the risk in the US, but they won't because Wall-Street, Bankers, and hedge funds are simply more important in the capitalist world then the live of children. It's sad EU and Russia, as well as other nations on the planet are shifting more and more towards this "capitalism"
