Early voting in remote areas such as the Arctic and the tundra is conducted at considerable expense. Special purpose ground vehicles and helicopters should be hired to deliver members of election commissions to constituencies.
Early voting will be held both in distant areas in Russia and in some polling stations abroad. A total of 80,000 voters residing abroad are expected to take part in the early voting.
