Under the October 2007 federal law on gambling, all casinos will be shut down in Moscow and other Russian cities starting July 1, 2009. From now on, they can only function at four designated gaming resorts.

Moscow’s Jazz Town casino at 12/4/5 Taganskaya Square was among the first to be checked in the early hours of July 1 after the enacting of the new federal law on gambling. When the police arrived, they saw that the lights were out, the advertisements switched off, the doors locked and sealed, and ground floor windows covered with black film.

However, some people were caught unawares. A RIA Novosti correspondent watched a man who did not exchange his chips for money at the Shangri La casino, obviously expecting to come back later. But he got the surprise of his life when security guards did not let him in after 7 p.m.

Under federal legislation, only four areas were designated for gaming resorts: in the Primorye Territory, the Altai Territory, the Kaliningrad Region and on the border between the Krasnodar Territory and the Rostov Region. Horse race betting and poker tournaments are not covered by such restrictions.
