The Russian Navy ensign was hoisted on Wednesday above St. Petersburg’s Admiralty building, which has resumed its role as headquarters for the Navy's high command.

The Russian Navy ensign was hoisted on Wednesday above St. Petersburg’s Admiralty building, which has resumed its role as headquarters for the Navy's high command.

“Today we are witnessing the historic return of the Russian fleet to the Admiralty building,” Navy commander-in-chief Vice Adm. Viktor Chirkov said during the ceremony.

The building housed the Russian and Soviet Navy headquarters until 1925.

Chirkov said the costs of the relocation have been “insignificant.”

In 2007, Boris Gryzlov, the speaker of the lower house of parliament, proposed transferring the Navy headquarters from Moscow to St. Petersburg as part of an ongoing military reform.

Several top Russian military commanders were against the idea, saying it would be too costly and ineffective.
