The Russian Armed Forces will receive over 1,300 types of weaponry in line with a draft arms procurement program until 2020, Prime Minister Vladimir Putin said on Monday.

"We will need to set up new or expand the existing production lines to manufacture 220 of the new types of weaponry," Putin told a meeting on the program, which is expected to be adopted by the yearend.

More than 20 trillion rubles ($640.7 billion) will be earmarked for weapons procurement, three times more than is allocated in the existing 2007-2015 program, he added.

The new program stipulates the upgrade of up to 11 percent of military equipment annually and will allow Russia to increase the share of modern weaponry to 70 percent by 2020.

Putin said that 4.7 trillion rubles ($150.7 billion), or almost a quarter of the total budget, would be allocated to the modernization of the Russian Navy.

"We now have more money and there are possibilities to expedite the construction [of submarines]," Putin said after visiting the Alexander Nevsky nuclear submarine, which is under construction at the Sevmash shipyard in the town of Severodvinsk in northern Russia.

Alexander Nevsky is the second of the Borey class nuclear submarines being built at Sevmash.

The Yury Dolgoruky sub has completed sea trials and could be adopted by the Navy in 2011, while the Vladimir Monomakh, and Svyatitel Nikolai (St. Nicholas) are in different stages of completion.

Russia is planning to build eight of these subs by 2015 and equip them with Bulava submarine-launched ballistic missiles.

    With the investment of $640.7 billion dollars (20 trillion rubles) in its homeland defense, Russia is sending a very loud and strong message to the United States, NATO, Europe countries and Canada, that it will defend its fossil fuel oil and natural gas reservoirs from those countries intent on trying to take them for their own use.

    Russia has been warned that the United States, Europe, Britain and Canada will begin to feel the beginnings of an energy crisis in 2015 when the price of oil and natural gas starts to spike with dwindling supplies.

    This crisis will continue to worsen until 2030 when the modern oil age finally comes to an end. For this to happen oil does not need to run out, it just needs to run out enough. By 2030 all projections are showing that all major oil and natural gas reservoirs will be either exhausted or close to exhaustion.

    Currently Russia is a major oil and natural gas exporter to Eastern block countries, Europe, China, the United States and perhaps even India.

    This oil exporting relationship is going to change as Russia's oil supplies are drawn down to ever lower and lower levels. Currently Russia is experiencing a decline rate of 7% to 8% a year. This will increase significantly to 30% by 2020 and potential exhaustion by 2030.

    Canada has sufficient oil and natural gas in the Athabasca Tar Sands until 2020 to share with the United States and then its supply of these fossil fuels will be exhausted.

    Mexico that supplies part of the United States energy reserves is currently in catastrophic decline at its Cantarell Oil Complex. The decline is now 33% a year. From the peak in 1982, Cantarell's decline is now 67% and climbing in 2010.

    The North Sea Oil Complex that supplies Britain is also experiencing decline rates of 20% and up on a year after basis with complete exhaustion by 2020.

    Saudi Arabia, Kuwait, Iraq and other Gulf states are experiencing year on year declines of 7% to 8% with decline rates to climb rapidly to 20% to 30% by 2020. By 2030 the Persian Gulf oil fields are expected to be exhausted despite rosy forecasts to suggest otherwise.

    Venezuela has announced that it has sufficient oil reserves for 200 years. Even if this is true these reserves will not be sufficient to maintain the global consumption of 85 million barrels of oil a day.

    Beginning in 2015 to 2020 there is a very good chance that the United States, NATO and Canada will engage in military action against Russia, Iran and Venezuela for the remaining reserves of oil and natural gas.

    Neither the United States nor Canada can survive in their present economic form without oil to power their transportation infrastructure. Canada will unfortunately be lead into war with the United States because they are allies. And Canada's own energy resources will be exhausted by 2020 because of exports to the United States. And what does not go to the United States will be going to China.

    Russia has therefore taken the necessary steps to defend its fossil fuel energy reserves with a strong military deterrent. This is absolutely essential against the United States, NATO, European countries and Canada (due alliances).

    Beginning in 2015 if not sooner the United States will begin to sow seeds of mistrust against the Russian's and their military buildup intentions. The more countries that can be turned against the Russians the better to isolate them from the rest of the world. This is only one tactic that the United States will use so be wary of it.

    Another tactic is that the United States will stage another disaster on their home soil like September 11, 2001 to infuse fear and revenge in the American people. Homeland terror has proved effective in the past with the Bush Administration and so expect this again.

    By 2020 the United States will become increasing desperate for oil and natural gas which will at this time becoming more and more scarce. This will lead to desperate actions by the United States government which include the use of nuclear weapons to get what it wants.

    At the same time in 2020 expect the collapse of financial banking intuitions around the world as oil prices spike to historic highs putting all oil dependent businesses out of business. Transportation systems will fail, car companies will fail, airlines will fail, agricultural will fail on a massive scale.

    And what happens in the United States will happen in European countries, China, India and Canada.

    Not only is it important for Russia to have a strong military deterrent to stop countries from invading its territory and seizing its oil and natural gas supplies, but it must also become completely independent of the worldwide banking system.

    As the worldwide banking system is setup today, it will fail between 2020 and 2030 due to the collapse of oil and natural gas energy market. This was proven during the global financial crisis of 2008-2009.

    The years of 2015 to 2030 will be ones of incredible deflation as oil energy supplies run out. Modern American and Canadian cities will no longer be able to function. The collapse of banking systems worldwide will stop all home and business loans.

    The solution for Russia is the “Work Credit” financial system. This will allow Russia to keep all of its citizens working and contributing to their local and national economy. Global trade will eventually pickup again once changes have been made to a dramatically reduced oil based economy.

    The Financial concept of “Work Credits”

    The Financial concept of “Work Credits” and how they will work to avoid massive worldwide unemployment, poverty and homelessness between 2020 and 2030.

    Under a “Work Credit” based society a country's population is valued as its most important natural resource. People are assigned a value that becomes the basis of a country's money supply. People are paid to do work that contributes to their community, city, state and country, what ever it may be at their particular stage in life.

    (The money supply can also add other desired elements such as gold, silver, diamonds, gas, oil, uranium, rare earth minerals, coca beans, food or water as determined by an international council. However for the purpose of this comment people will be used as the sole basis of a country's money supply.)

    People who are unable to find work with existing companies or the government will be paid to create their own entrepreneurial projects. Between 2020 and 2030 many existing companies dependent on cheap fossil fuels will disappear and new ones will be created to take their place.

    “Work Credits” are paid out in accordance to the demand of the service required. People's natural greed will fill positions in society that pay more “Work Credits”.

    There are always sufficient funds in a country to pay people to do work that benefits their community, city, state and country, because the people are the basis for their money supply.

    The concept of “Work Credits” eliminates unemployment, homelessness and poverty in the country.

    The concept of “Work Credits” works in conjunction with capitalism providing a solid source of income for stock based companies. “Work Credits” does NOT replace capitalism.

    It is impossible to have unemployment in a country whose financial structure is changed to “Work Credits” because the very existence of people in a country is the basis for their money supply.

    At the moment there is no retirement age in a "Work Credit" society. People must continue to work until the day they die. The benefit is that there is always money to pay people to do work that contributes to their community, city, state and country, what ever it may be at their particular stage in life.

    Children are paid to go to school from kindergarten to grade 12, and to continue their education by going to college or university. A child's job is to go to school, learn and do their homework. An educated individual is a country's greatest asset and the financial concept of “Work Credits” now acknowledges this. One parent or grand parent may stay home and be paid to watch their children / grandchildren from 0 to 4 years. This is their job to benefit their community.

    The income that children earn goes to their parent(s) to help pay for their shelter, clothing, food and other essentials for their health and well being.

    People are the only things that need money in a modern economy, so it only makes sense that people become the basis of their country's money supply. How can it be any other way? Countries who adopt the financial concept of “Work Credits” are the countries that will lead the world in productivity and security between 2020 and 2030.

    Under a “Work Credit” based financial system the country's money supply is valued independently of energy and other natural resources. This means that a country will always have a sufficient money supply to pay its citizens to do work to benefit their community, city, state and country independent of energy supplies and mineral resources.
