Before the end of March, The State Duma of the Russian Federation may hold its first reading of the bill on “the responsible treatment of animals”, the chairman of the Committee on Natural Resources and Environmental, Eugene Tugolukov, told RIA Novosti.
The main objectives of the bill are: to establish general and specific requirements for the treatment of animals, to protect them from cruelty, suffering and death, as well as to abridge the amount of cases in which they are put down to a state regulated list of special conditions. The draft law regulates the relations between the treatment of not only the regular type of animals, however also those used in the cultural and entertainment events, as well as those used in civil service; such as police dogs.
The bill introduces a ban on propaganda advocating any sort of cruelty to animals, as well as an overall ban on gambling with dogfights. Aside from all of the above the “responsible treatment of animals” bill, also regulates the establishment and maintenance of shelters for homeless animals.
