No Three-Way Gas Talks on September 20, Date Still Being Discussed: Officials

The Russia-EU-Ukraine gas talks will not take place on September 20, other dates are being discussed, the European Commission and the Russian Energy Ministry told RIA Novosti Monday.

MOSCOW, September 20 (RIA Novosti) – The Russia-EU-Ukraine gas talks will not take place on September 20, other dates are being discussed, the European Commission and the Russian Energy Ministry told RIA Novosti Monday.

“We told the European Commission that the proposed date is not suitable for us. Another date is being discussed,” a spokesperson for the Russian Energy Ministry said.

A European Commission spokesman said it was informed by the Russian Energy Ministry that “September would not be feasible for Minister [Alexander] Novak.”

“Energy Minister Novak will get back to us with an alternative date,” he added.

Russia and Ukraine have conducted talks on the gas situation from April through to June to no avail. Kiev initially insisted on a reduced gas price but eventually declined the suggested discount. It has also refused to clear its gas debt, which in turn forced Gazprom to stop gas deliveries to Ukraine that have not been paid for.

In June, Russia introduced a prepayment model of gas deliveries to Ukraine over its $5.3 billion debt and warned that it would reduce gas supplies to Europe should Kiev siphon off gas transited to Europe through its territory.

Russia proposed a temporary price of $385 per thousand cubic meters for the period of consideration of the mutual claims of Gazprom and Naftogaz. For his part, Ukrainian Prime Minister Yatsenyuk proposed two optional prices: $300 per thousand cubic meters in summer and $380 in winter; or the price should be linked to the European spot market.
